While the region remains subject to tension between Georgia and Russia and the conflict has worsened over the last few days, Nicolas Sarkozy, negotiated the terms for a ceasefire in Georgia with his Russian counterpart, Dmitri Medvedev, and Prime Minister Vladimir Putin. The plan put forward by Nicolas Sarkozy was agreed to and added to by both countries.

The new plan covers six points:
  agreement not to use force;
  an end to all military operations;
  allow access for humanitarian aid;
  Georgia’s armed forces to return to their permanent bases;
  Russia’s armed forces to withdraw to the positions occupied prior to the onset of hostilities;
  international negotiations to be launched regarding the status of South Ossetia and Abkhazia, the two pro-Russian separatist territories, and on how to ensure security in the region.

Today, Bernard Kouchner will present the agreement to his European counterparts at a meeting in Brussels, to ensure the support of the EU. Once this support is agreed, the 27 EU Member States will submit the text to the UN Security Council to vote on a resolution.
